Simulate how entire populations respond to decisions before they're made.
Prior Foundry is an applied AI lab advancing society-level simulations. We build a decision intelligence platform for governments and policy teams, simulating how real populations respond to policy before millions of people feel it. Our platform provides on-demand behavioral intelligence that used to take consultants months, if not years to produce. Built on our research at the Stanford lab that pioneered human behavior simulation. In just two months, we got to 60k ARR, a partnership with the OECD across 38+ member governments, a pilot with Allegheny County in the US, and >1M in pipeline through a distributor.
Prior Foundry helps policy teams research evidence, simulate impacts on realistic populations, and draft decision-ready documents with transparency and auditability. The platform emphasizes scenario testing, cross-demographic analysis, and evidence-based decision support for policy decisions.
The product lets users map a policy decision space, simulate options on synthetic populations derived from large-scale survey data, compare outcomes across demographics, and validate with human responses. It supports integrating an organization's survey data for tailored agent profiles, uses survey-based agents built from sources like the General Social Survey and World Values Survey, and provides outputs that optimize trade-offs (efficacy, equity, cost, feasibility) to produce decision-ready documents with auditability and data privacy. It emphasizes human oversight and explicit, editable assumptions, and publishes its research methodology alongside the tool.
